The Compliance Landscape
Carbon reporting requirements in public sector procurement are tightening across the UK.
PPN 06/21: Carbon Reduction Plans. Since September 2021, suppliers bidding for central government contracts above £5 million must submit a Carbon Reduction Plan. The CRP must include a baseline year, Scope 1 and 2 emissions (Scope 3 if measured), reduction targets, and a narrative explaining how the supplier will achieve net zero by 2050. Non-compliant bids are excluded.
The threshold is falling. PPN 06/21 officially applies above £5 million, but government buyers increasingly include carbon questions in procurements below that threshold. The Social Value Model (TOMs framework) awards points for environmental commitments at all contract values. Suppliers without carbon data score zero on these criteria.
NHS Net Zero Supplier Roadmap. The NHS aims to reach net zero by 2045 for its supply chain. From April 2024, all NHS suppliers must publish a Carbon Reduction Plan. From 2028, suppliers will need to demonstrate year-on-year emissions reductions. From 2030, the NHS will only purchase from suppliers with credible net zero plans.
Local authority procurement. Councils across the UK are declaring climate emergencies and embedding carbon requirements in their procurement frameworks. Even small contracts, such as cleaning, catering, IT support, and facilities management, increasingly ask for emissions data or environmental policies.
SECR overlap. If your business qualifies for Streamlined Energy and Carbon Reporting (turnover above £36 million, or 250+ employees), you already need this data for your annual accounts.
